Ответили, что с Moneybookers все сложно. Они пытаются его "наладить" и если это получится, то MB будет доступен для новых авторов (submitters). А пока либо paypal или ввести email и ждать пока починят MB:
"At the moment Moneybookers is not an option for Payouts here at Clipcanvas. The reason is simple - and complex. Moneybookers have a limit on transactions every month, so when we reach that limit, it is not possible to transfer more money that month. It leads to delays in payouts, to the frustration of both us and submitters of course. Paypal do not have such a limit. Since so many of our submitters are using Moneybookers, we bounce into this limit more frequent than ever, which is a major problem. That is why new submitters no longer can choose Moneybookers as a way of payouts.
There are two things we are working on. One is extending the limit Moneybookers have (it is possible, but a complex and long process). If we can achieve that, we can start using Moneybookers again for new submitters. Our tech. team along with accounting is also working on other means of payouts, but as of now, I cannot say what it will be or when it can be implemented.
So, for your question, it is possible to become a submitter, but if you don't want to use Paypal (we do have submitters from Russia using Paypal), you cannot receive any payouts until the issue with Moneybookers is solved. We actually have a couple of submitters who are "waiting out" a solution on Moneybookers. They sell clips, but await request for payout until later.
